Fishers - Job Postings

Job Posting – Fishers Sign Mover, Sign Painter

The City of Fishers has posted two new jobs on its Human Recourses website www.fishers.com/helpwanted.

Sign Mover- Refer to ID 2011-12-x22
The job is for a sign mover, to work full time moving signs of welcome to the Town of Fishers. The job description calls for someone able to dig up a post and sign and move it to the new town limits. They must be able to read city maps and use a GPS to locate the new city boundaries. Must be able to use a post digger and be able to install new signs in various locations including concrete asphalt. As a result of all the annexation move of the Town, and the Swiss cheese effect, it appears that the Town has to keep moving signs of welcome. With the Town Council doing 1-2 annexations at each of its meetings, the sign movement is a very important job.

This is for an experienced sign painter. Must be able to restore signs that have been damaged and to paint new signs for the Town Of Fishers. The primary work is for Welcome to the Town of Fishers signs. As a result of continuous annexations by the Town of Fishers the need for new signs and repair of old signs as they are moved.

Airport Moves Finally from Fishers


Mayor Faulty today announced the long on again off again move of the Fishers airport has finally been settled. This will let the City of Fishers expand into the airport area with a new office and industrial complex; the plans also call for a major new strip mall along 96th street for the full length of the Airport property. The quest to move the airport started in 2006 when the Town of Fishers proposed moving the Airport to Wayne Township and plan that was rejected by Noblesville. At the time it was found that the Noblesville Council did not want a zero tax 1000-acre airport within their area. They had plans for a major home complex with golf courses set for this area to generate tax income. Today this is the area know as High Fly Estates.

It has taken Fishers 10 long years to move the airport, as every taxing district in the area rejected the airport move. They did not want to have the same problem Fishers was having with a non-tax based land area. The logjam was broken when the Department of Defense announced its latest round of base closings. This gave the City of Fishers the opportunity to look at what bases were being closed and to bid on one of the facilities to take it over for the airport. Mayor Faulty was pleased to announce that the closing of Luke Air Force Base just outside of Sun City Arizona would become the location of the new airport. Also that Fishers has arranged with Southwest Airlines to have a twice a day connecting flight to Indy International Airport.

When asked about the distance to the new airport, he replied, “It’s just a hop, jump and skip away.” After all Sun City is only on the west side of Indy.

Mayor Faulty also indicated by getting this old Air Force Base, the City would not have to invest in any hangers or other facilities, even fencing was on site and the base would comply with the new Federal Airport Protection Act that was enacted in 2015. All current property, hanger holders at the Indy Metro Airport have been given three months to move to Luke. This would allow the City to move forward with the 250 million dollar expansion of the site in the spring of 2017. In addition to the business- industrial complex their have been rumors of a new Colts Stadium to be built on the southern edge of the site near 96 and I-69, Mayor Faulty would not comment on this part of the plan.

A major press conference on this development is scheduled for tomorrow.

Geist Airport Upsets Residents


Yesterday, my wife came running into the house. “Theirs a turtle under my car.” “What is a turtle doing under your car?” “Well as I was pulling into the driveway I saw this turtle running on our driveway and stopped, he then went under the car to hide.”

So out to the driveway to check on the turtle and sure enough Timmy Turtle was hiding under the car. I showed him a strawberry from my garden and out he came to have a bite. “What are you doing in the driveway?” “I had to leave Geist and start looking for a new home.” “But why, I though you turtles loved Geist?” “We do, but have you heard what Mayor Faulty and the City Council want to do to Geist, I am not going to stay and be the last one out, I want to get moving to another lake before all the good spots were taken as others start to move out.” He started talking a mile a minute, which is very hard for a turtle to do.

What tale of a story. You see Fishers has annexed the lake and never told any of us homeowners about what is going on, they didn’t even tell the water company that legally owns the lake and lets us turtles live in the lake for little rent. They also didn’t tell any of our other friends who live in the lake. Mr. Big Mouth Bass was so upset he was looking at the Corp of Engineer maps on what other lakes were upstream or even on the other side of the dam and you know he has been here for many many years. Then we heard what Fishers wants to do with the lake. You know, “They wanted to move the airport on 96th to Noblesville”, but Noblesville doesn’t want Fishers airport. So we heard Fishers is going to move the airport onto the lake. Yes an airport. We understand there are two options being viewed, one is to move an obsolete Navy aircraft carrier to the lake and let airplanes land on the carrier and the other is to outfit the airplanes with water ski’s.

When I pointed out that an aircraft carrier could never get up Fall Creek and past the dam. Timmy told me that they heard that Mayor Faulty was going to use all those balloons left over from the conventions and lift the carrier into the air and float it into the lake. That President Bush had given the carrier to the City if they could move it. After all the council and the President are in the same party. When I told him there is no way that the balloons would work, Tim was feeling a little better, but what about the sea planes, we heard Mayor Faulty said the homeowners around Geist could afford to add skis to their jets and built hangers on their shorelines. He was going to move the airport’s main hanger on the north end next to IMI and may even build a runway over the mud flats. “Do you know how many of us live in the mud flats?” he asked. I have to admit I had no idea, but told him it might cost to much to build a runway over mud flats, all the substructure they would need and even IMI would have to work around the clock making cement to make a runway on mud. He told me they heard IMI was going to move its dredge to the north side of the Olio Bridge soon to start work on the runways. The other thing they heard was that the land on 96th was so valuable for making more strip malls, it would pay for the higher cost of the new water runways. I told Tim I didn’t think he had to move right now, that he could go back home and all of this was just rumors. I said I would let you know when something happens. But he reminded me; you may not hear until its too late, look how they annexed the lake without telling anyone. As I carried him back down to the lake, I realized he had a very good point.

The President of Town Council has made statements that Geist People use Fishers roads, parks and are not paying their fair share.

How does Fishers know that people who do not live in Fishers are using Fishers roads, parks, etc and not paying their fair share? Well, I think I have figured it out. On the top of lamp posts all over Fishers are cameras. Fishers has 100’s of people in a top secret basement checking the license plate of every car coming into Fishers, if the car belongs to a non-resident they track the car until it leave Fishers, any stop is recorded, time of stop and therefore they know how much Fishers Air was used. Another item not being paid for by non-Fishers people.

If you stop at a store, they cross check amount spent with the time you were in the store. It is rather slick said the Head of the NSA (name is secret), as they are viewing the system, to expand listening in on phone calls to lots more.

If I find out any more about this top-secret system, I will let you know. Well I am off to count how many cameras does Fishers own. Maybe that’s why the Town has no money, its too busy buying cameras and cables and people to monitor what is going on. Now if the NSA likes the system, maybe Fishers should sell it all to them and reduce it budget for things the citizens really need.

State of the City Address by Mayor Faulty, City of Fishers, IN

Mayor Faulty presented his annual State of the City address in the City’s new City Center auditorium on June 2nd. This was followed by a question and answer period.

Mayor Faulty announced that the City of Fishers has completed its latest annexation with the merger of the town of Noblesville into Fishers. With this accomplishment he was proud to inform the residence of the city 98% of Hamilton County is now within the city limits. The only section not yet within the city area few small plats around Geist that formed a village a number of years ago. He did report that in two years that the Village of Geist will be free of the court order stopping annexation and the City would once again move for annexation. He indicated the people of Geist have been rather crafty in keeping their little town out of their City of Fishers. But stated with 98% of the County within Fishers the plan is now for the City of Fishers to take over the County government as a single unified government and then declare the Village of Geist out of business. Geist residences have indicated they will continue to maintain their Village status and fight Fishers.

In a new development Mayor Faulty stated that the City of Fishers is going to start action to take over towns and cities outside of the County. With the last minute legislation enacted by the State and signed by the Governor Class A cities may expand beyond county borders. The City Planning director Mr. Ivan T All has informed At. Geist that he will propose the annexation of Fortville and McCordsville and bring it into the City with a first reading at the next City meeting. He stated that the rumor of Fishers annexation the City of Indianapolis is false and he has no idea where that came form. He said an economic analysis indicated that the cost of maintaining Indianapolis would exceed the tax income and therefore Fishers was not interested. The City of Fishers is only interested in areas where tax income exceeds cost of operation of that area.

Mayor Faulty unveiled Plans for another expansion of the City Hall campus. Due to the continued growth of City government and expansion of services the eight buildings of the campus have become far too cramped and over crowded. A ten-story office building will be erected at the site of the BMV building, which is going to be moved across the street. In a deal with the State the City will build a new BMV on the other side of 116th street and then tear down the current building for the new office building. Also a new parking garage will be part of the new complex to provide parking for approximately 890 new employees being added to the payroll and the county functions that will be absorbed within the city structure.

That concluded the address by Mayor Faulty and he then open the floor to questions:

Q- Our property taxes have gone up every year for the last ten years, in the past the City Government has stated they will not raise taxes. What is going to happen this year?

A- You are very mistaken the City Government has not raised taxes. The County did raise taxes due to legal fees and bond issues they carried for the City. Also we avoided raising taxes by using a new fee for service system where people who used certain city service were charged for that service. All sport teams now pay for the use of city parks and baseball diamonds. That way you saved if you did not use a service. Now with the County under Fishers control we will make sure the City does not raise taxes and will let the County provide many of the services we used too. That way we may even be able to lower the City tax rate.

Q-I would like to follow-up, but won't that raise the County Tax and our taxes overall would go up?

A-Since I am not with the County Government I can't answer that question, but I am sure the County will try and avoid raising taxes since they be smaller now as we take over the government of the county.

Q-Mr. Mayor I live in Carefree Estates, many many years ago we were promised sewer hook-ups and that still has not happened. When can we expect the hook-ups?

A-I have to tell you that has been one of the most frustrating things for me in office, as you know the sewers are controlled by a private utility and they have the first right of refusal to hook-up your area. They have told us over and over they will offer hook-ups as soon as you provide the funding for each home, which has now grown of $50,000 per home. We looked into funding the project with a bond issue but had two problems, first the bonds could not be approved because the funds would go to a private utility and for only for one small section of the city. When we got that cleared up we ran into the second hurtle, the City ran out of Bond allowance. Maybe with the county we can now revisit this problem. Hopefully I will have an answer for you soon. Q-Mayor I understand you may run for Governor, would you care to make a statement on that?

A-I get asked that at least once a week. At this time I am not running for any office, I am the Mayor of the City of Fishers and we have very important work to do right here.

Q-Mayor what is the status of the IMI Estates?

A-As you know IMI finally shut down and moved out of the Geist area. Now that was a large loss to the City in tax income. We have been working with a few developers to redevelop that property since it is the last undeveloped land on the reservoir. At this time no firm plans have been set.

Follow-up - Mayor, I have heard that the city is leaning towards the development of a 20 story assisted living facility with an attached hospital and that it would block out the view now enjoyed by may of the homes in Canal Place.

A-As I said no firm plans have been accepted, but as you know that kind of a facility would bring a lot of tax money to the city. Also many people in this city are aging and we believe that this kind of a facility would be great for our aging population. They could continue to live here in Fishers and not have to move to Florida for this kind of living.

Follow-up again - Mayor, you did not address the view.

Mayor - Oh I am sorry, I forgot. It might happen and it can't be avoided but that is progress and after all may of our aging citizens would now have a view of the lake from this assisted care living facility. Wouldn't that be very nice?

Q-Mayor, Percy Farnsworth here, I have a question. We hear that a group of citizens is planning to try and get a Constitutional Amendment on the November ballot to change the annexation laws, they want to force cities to have to have 65% of voters in an area being annexed to sign a partition asking for the annexation. This is basically the reverse of the current Indiana law. What is your opinion of this initiative?
